5.Collection of Non Manufacturer-Collectable PCs

Q5-1 : What should I do with my PC if the manufacturer has withdrawn from the business or has become insolvent and there are no businesses obliged to collect it?
Even if the manufacturer has withdrawn from the business or has become insolvent, if an entity has taken over the business, then that entity will process your PC. However, there may be occasions where there is no succeeding entity. The Association will collect these kinds of PCs for a fee.
Q5-2 : What should I do with my PC if it was imported directly from overseas, or if it was self assembled?
For a PC that was imported directly from overseas or was self assembled, there is no party obliged to collect and recycle it. The Association will collect these kinds of PCs for a fee. A PC for which there is no party obliged to collect and recycle it due to the manufacturer becoming insolvent or withdrawing from the business, or a PC which was personally imported or self-assembled, is referred to as a “non manufacturer-collectable PC”.

With regard to PCs made by overseas manufacturers operating business activities within Japan, please direct any inquiries to that company or import retailer.
Q5-3 : What should I do if I am not sure whether the manufacturer exists or not?

Q5-4 : How do I apply for collection of, and what are the fees for, a non manufacturer-collectable PC?
To apply to the Association for the collection of a non manufacturer-collectable PC, use the prescribed application form and fax (03-3233-6091) or post* it to us. The application form can be downloaded from our homepage (URL: http://www.pc3r.jp/uketsuke.html) or you can request one by calling the Inquiry Desk (03-5282-7685).

The collection and recycling fees are as follows;

Desktop PC (main body) 4,200 yen
(4,000 yen before tax)
Notebook PC 4,200 yen

CRT Display 5,250 yen

Q5-5 : Why are the collection and recycling fees for non manufacturer-collectable PCs more expensive than the fees offered by the individual manufacturers?
By law, individual manufacturers collect only their own products, and the Association collects only non manufacturer-collectable PCs. Individual manufacturers can confirm that the PC for which an application is being made, is one of their own products by using product numbers, model numbers, etc; but for the Association to confirm whether the item on the application form is a non manufacturer-collectable PC or not, incurs costs in addition to the regular verification work, such as having digital photos taken at the collection storehouse and verifying whether or not it is the actual article.

In addition to the above, since a wide variety of products are subject to collection, and it cannot be known how the screws have been tightened or what materials are used in the components, dismantling and processing costs mount up higher than individual manufacturers. Finally, fees have been set which are more expensive than Participating Manufacturers, due to the hours of labor required at the time when applications are received and details are verified, being greater than for Participating Manufacturers.
Q5-6 : What should I do if the manufacturer, which made and sold the PC that has a PC Recycle Mark attached, withdraws from the business or becomes insolvent?
For manufacturers which are members of the Association, even if they withdraw from the PC business in the future, as long as they continue to exist in Japan, they are required to collect their products for recycling. In such a case, the relevant manufacturer will continue to carry out the collection.
However, in the event a member manufacturer becomes insolvent, the enterprise itself will cease to exist, and the collection and recycling fee account, which had been held in reserve for collections and recycling, will also cease to exist. The Association will collect these PCs with PC Recycle Marks; however they will be collected as non manufacturer-collectable PCs. Such a PC cannot be collected free of charge, and the person discarding the PC will required to bear the prescribed collection and recycling fee.
